“We want and will have atomic energy for peaceful purposes,” affirmed Morales, contrasting his project to those of “exaggeratedly industrialized” countries, which use their atomic energy for military purposes.

During a speech before party supporters, Morales said that the nuclear energy project he is promoting has led to an internal debate in his council of ministers. According to Bolivian authorities, the country has asked Argentina and France for help in taking its first steps.

Morales says Bolivia is experiencing economic, political, social, and cultural freedom, and that it now has to open its doors to “scientific freedom.” He announced the scientific citadel project, an effort to foster cooperation between the state and private universities.

This scientific freedom will give the country the ability to spy on the “empire,” Morales said. “Do only countries that represent the empire have the right to spy on us? If we achieve scientific freedom, we also have the right to spy on them and find out how they are planning their intervention and looting policies.”

Morales, who has been in office since 2006, secured a bid for his third presidential term due to a favorable Supreme Court ruling in 2013.
